NSPM-33 and Research Security Requirements

The National Science and Technology Council (NSTC) within the Office of Science and Technology Policy (OSTP) issued guidance in January 2022 for implementing National Security Presidential Memorandum 33 (NSPM-33). The guidance is intended to protect federally funded research from foreign interference and strengthen research security across the U.S. research community.

 

Key Requirements

NSPM-33 emphasizes transparency and disclosure for individuals involved in federally funded research. UHD researchers and employees must comply with applicable requirements for disclosing conflicts of interest, conflicts of commitment, foreign relationships, outside activities, and other information required by federal sponsors.

Researchers should also be aware of federal disclosure requirements related to foreign support, affiliations, and collaborations.

 

Digital Identifiers 

Researchers are encouraged to maintain a digital persistent identifier, such as ORCID (Open Researcher and Contributor ID), to accurately connect individuals with their research and scholarly activities.

Research Security Program

NSPM-33 requires institutions receiving more than $50 million annually in federal research funding to maintain a research security program addressing four areas:

  • Cybersecurity – Protect research systems, data, and information. See UHD Information Security.
  • Foreign Travel Security – Follow UHD Travel policies, including any required advance approvals, disclosures, or security briefings.
  • Research Security Training – Complete required training through CITI.
  • Export Control Training – Researchers whose activities are subject to export controls must complete applicable training through UHD Export Control Training. Contact ORSP@uhd.edu with questions.

Federal research security requirements continue to evolve. UHD will monitor changes to federal requirements and update university policies, procedures, training, and guidance as needed.
